Police arrested a man on heroin possession charges following a traffic stop on Route 5 in Glenville. State Police arrested Steven D. Welch, 28, for the charges of driving while ability impaired by drugs and criminal possession of a controlled substance in the seventh degree on Tuesday, Nov. 29, at around 9:53 a.m. Welch was stopped by police for a traffic violation and was allegedly found to be operating his car while impaired by drugs, according to police. Also, he was allegedly in possession of a small quantity of heroin, according to police. Welch was arraigned in the Town of Glenville Court and remanded to the Schenectady County jail pending further court action.
