The owner of a popular Thai restaurant with three locations throughout the Capital District was arrested and charged with various felonies as part of an effort by the Albany County Sheriff’s Office and County Executive Dan McCoy’s office to crack down on fraud that resulted in the arrest of eight individuals. According to information released Monday, Jan. 30, Pinpong SomBoon, owner of Blue Spice restaurants in Albany, Clifton Park and Delmar, was charged with grand larceny in the third degree, welfare fraud in the third degree and offering a false instrument for filing in the first degree, all felonies, and conspiracy in the fifth degree, a misdemeanor, according to information from the sheriff’s office. Garnjana SomBoon, 63, of 19 Elaine Court in Cohoes, which is also listed as Pinpong SomBoon’s residence, was charged with the same crimes and both SomBoons are accused of defrauding the department of social services of $14,210.52 and failing to report actual income on the DSS application for Medicaid, according to information from the sheriff’s office. According to information from the sheriff’s office, seven other individuals were arrested for welfare fraud: Etta B. Wray, of 10 Hurlbut St. in Albany was charged with grand larceny in the third degree, welfare fraud in the third degree and offering a false instrument for filing in the first degree, all felonies. Jacqueline M. Gageway of 21 Maywood Ave. in Colonie was charged with grand larceny in the fourth degree, welfare fraud in the fourth degree and criminal possession of stolen property in the fourth degree, all felonies. Charles McLaughlin of 21 Cadillac St. in Colonie was charged with grand larceny in the third degree, welfare fraud in the third degree and offering a false instrument for filing in the first degree, all felonies. Iris B. Brown of 69 Bradford St. in Albany was charged with grand larceny in the third degree, welfare fraud in the third degree and offering a false instrument for filing in the first degree, all felonies. Jessica M. Rosario of 8 Congress St. in Cohoes was charged with grand larceny in the third degree, welfare fraud in the third degree and offering a false instrument for filing in the first degree, all felonies. Shantell Payne of 11 Lark St. in Albany was charged with criminal use of a benefit card in the second degree, a misdemeanor, and misuse of food stamps, a felony, according to police reports.
