Former United Nations weapon inspector and Delmar resident Scott Ritter has won an appeal filed in a New York state court. Ritter was convicted this year in Pennsylvania on charges he engaged in lewd conduct on a web camera viewed by a police investigator posing as an underage girl. Prosecutors in that case used sealed records from Albany County that related to similar charges brought against Ritter in 2001. Police questioned Ritter at that time, and a case against him was adjourned in contemplation of dismissal, and later dismissed. The New York Appellate Division court ruled unanimously on Oct. 20 that the sealed records from New York should not have been released and used in the Pennsylvania prosecution. No decision has been made on how the New York decision could impact Ritter’s case in Pennsylvania.
