Colonie police said they arrested a man after a 20-year-old woman contacted them and said he was filming up her skirt with his cell phone at the library. Thomas M Emanatian, 49, of Watervliet was arrested by Colonie police after a woman filed a complaint that alleged he filmed up her skirt under a desk at the William K. Sanford Library with his cell phone. Police located Emanatian and obtained his cell phone in question. The cell phone was then examined by the New York State Police Forensic Lab which found the image of the victim on there. Emanatian, accompanied by his attorney, turned himself into the Colonie Police Department where he was charged with unlawful surveillance in the second degree, a felony, according to a press release. He was then arraigned in Colonie Justice Court and was released after posting $10,000 bail. Police said the case has been referred to the Albany County District Attorney for future proceedings.
