Tully Rinckey PLLC Founding Partner, Mathew B. Tully, of Niskayuna, has been promoted to the rank of Lieutenant Colonel by the New York Army National Guard. Officers in the grade of Lieutenant Colonel serve as senior leaders and managers throughout the Army, providing wisdom, experience and mentorship to other men and women in uniform.
Tully is one of only eight officers being promoted to this rank in the New York Army National Guard after undergoing a rigorous promotional board review by the Department of the Army. At the age of 37 and with only 15 years in the military, Tully becomes one of the youngest people to ascend to this rank.
Tully’s commitment to fellow service members is reflected in his civilian life, where he has dedicated his legal career to protecting and preserving the rights of veterans and reservists.
His desire to assist the brave men and women of the U.S. military is derived from his own personal trials, tribulations and perseverance.

In 2008, Tully graduated from the National Security Space Institute (NSSI) — the Department of Defense’s premier institute for providing service members with the space training required to support military operations and national security interests.
He is the first known attorney to have completed the training, to be an Army Space Operations officer. The same year, Mr. Tully was admitted as a Solicitor to the Supreme Court of England and Wales, becoming one of the few American attorneys licensed in a foreign country.“
