The Albany County Legislature was supposed to vote to confirm County Executive Dan McCoy’s appointments to his administration at a Monday, Jan. 9, meeting, but that agenda item will be tabled because the legislative committees are not yet set, namely the personnel committee which reviews the appointments ahead of time.
“It will be tabled until there is adequate vetting through the legislature by having a personnel committee meeting,” said Ralph Signoracci, assistant to Legislature Chairman Shawn Morse.
Signoracci said the goal is to reschedule the vote for next week’s meeting but it all rests on when committee assignments are designated.
“They’re waiting for the committees to be redesigned,” said Signoracci. “The legislature had until Jan. 6 to get in the committees they’d like to serve on and leadership is going to look over that over the course of the next couple days and try to get that in place as soon as possible so appointments can be made.”
McCoy announced on Wednesday, Jan. 4, his appointments: Michael Perrin as deputy county executive, Kathleen Dalton as commissioner of social services, Thomas Marcelle as county attorney and Darrel R. Duncan as commissioner of public works.
“I am pleased to nominate these four outstanding professionals to key appointments in my administration. These individuals will bring their vast experience, professionalism and dedication to Albany County government and reinforce my commitment to selecting the most qualified and professional individuals to my administration,” said McCoy in a statement.
Michael Perrin was appointed deputy county executive in 2007 by former County Executive Michael Breslin, so confirmation of his appointment would keep him on through the new administration. Kathleen Dalton spent more than 25 years with government health and human service agencies and is currently CEO of EDGE Government Solutions, LLC., a small consulting firm that specializes in government and technology. Thomas Marcelle served as counsel to the legislature’s minority and was appointed counsel to the Redistricting Commission by Breslin. Darrell R. Duncan has been highway superintendent in the Town of New Scotland since 1994.
