The man who fatally hit 27-year-old Ryan Rossley and fled the scene in March, pled guilty to Manslaughter in the 2nd Degree, a class C felony,on Friday, April 16, according to Saratoga County District Attorney James A. Murphy’s office.
Travis Carroll, 23, was originally charged with a felony count of Leaving the Scene of a Fatality, a class D felony which is punishable by up to seven years in prison, for the hit and run crash in Saratoga Springs on March 18 that killed Rossley. The new charge he pled to is punishable by up to 15 years in prison and he is expected to be sentenced on June 23.
With the assistance of the NYSP accident reconstruction team and the Forensic Science Lab the case went from a leaving the scene to a reckless killing, indeed a manslaughter, said Murphy.
Jeffrey T. Hampshire, 29, also pleaded guilty to a charge connected to the hit and run. Hampshire, a passenger in Carroll’s car that night, pleaded guilty to a felony count of trying to conceal evidence. Murphy said he helped remove and conceal part of a windshield damaged in the hit and run.
Murphy also cited civilian witnesses as playing a large role in cracking the case.
